Jennifer Sinner

President & Founder

St. Joseph Auburn

Jennifer and her husband Matt live in Auburn, California, with their two children, Avery and Grant, who both currently attend St. Joseph Catholic School. Avery was part of the Diocese of Sacramento’s early inclusion efforts, participating in a pilot preschool program for children with autism at Holy Family Catholic School. A graduate of Holy Family, St. Francis High School, and Loyola Marymount University, Jennifer is a Certified Public Accountant with a background in nonprofit accounting. She serves on the Board of Directors for Every Child, a nonprofit that equips early education communities to support children on the autism spectrum. As founder and president of the FIRE Foundation of Sacramento, Jennifer is deeply committed to expanding inclusive Catholic education, ensuring that more children with disabilities have the opportunity to learn and thrive in our schools.

“I have seen firsthand how transformative it is for my daughter to be included as a full member of our Catholic school community. My hope through the FIRE Foundation of Sacramento is that more children with disabilities will have the same opportunity to grow in faith, friendship, and learning in a place that embraces them fully.”

Raquel Bedoya Means

Treasurer & Founder

St. James

Raquel and Charles W Means live in Dixon, California with their two children, Charles and Aelin. Charles was diagnosed with inattentive ADHD in January of 2024 during his Kindergarten year and has attended St. James School in Davis since TK. Aelin, who has Down syndrome, is only two years old and hopes to attend St. James School with her brother. Raquel works as the CFO for her family’s apiary business, Dixon Bee Company, LLC. She also owns her own business as a Life Coach for moms. Raquel attended St. James School, the former Loretto High School in Carmichael, CA, and Seton Hall University in South Orange, NJ. She is currently on the leadership team for the Annual St. James Auction, managing donation intake, organizing volunteer cashiers, and operating the online donation platform for the fundraiser event.

“The resources and accommodations provided for my son have been vital to his success in the classroom, but additional resources and accommodations will be necessary in order for my daughter with Down syndrome to even consider attending a Catholic school with her brother. I strongly believe that the more resources available for students with any disability, the greater the success both our students and our schools can achieve. The FIRE Foundation can help facilitate this success in the Diocese of Sacramento.”

Ashley Comstock

Director

St. Joseph Auburn

Ashley Comstock and her husband, Patrick, live in Penryn with their 3 children who attend school at St. Joseph’s in Auburn. Ashley attended Catholic grade school in the Bay Area and graduated high school at Loretto in Sacramento. Ashley received a Bachelor’s degree at UC Davis in Exercise Biology and then received a second Bachelor’s degree in Nursing at Creighton University. Ashley was a bedside nurse for 5 years in pediatrics including PICU, NICU, and a pediatric ED. After starting their family, Ashley slowly transitioned out of bedside nursing and into nurse case management. In case management, Ashley is familiar with and constantly working to coordinate care and advocate for her patients. 

“Me and my husband are both Catholic and believe strongly in providing our children with a Catholic education. All 3 of our kids have needed various services and I have continually had to be a fierce advocate for them to obtain these resources as a result of them attending Catholic school. I feel strongly about providing these resources to them, while also providing them a Catholic education. I consider myself fortunate to serve as a board member for the FIRE Foundation of Sacramento and I look forward to seeing all we can accomplish.”

Allison Rossiter

St. Joseph Auburn

Allison and her husband Mike Rossiter have been members of the St. Joseph Community in Auburn for almost ten years.  Two of their three children go to SJCS, and their oldest will be at Jesuit High School next year.  Allison is the first through eighth grade science teacher at SJCS, Auburn.  She has been teaching for 15+ years in both formal and informal education.  She grew up in the Sacramento diocese and attended Our Lady of the Assumption Elementary in Sacramento, and St. Francis High School.  She is well invested in the future of our Catholic schools.

“I see so many students that come into my classroom that would benefit from better equipped teachers and aides. I hope to support the FIRE Foundation in finding meaningful and necessary Professional Development for teachers and aides to better serve our diverse community, as well as, increase awareness of the necessity for this cause.  As a mother I had to advocate so much for my child, and I was fortunate enough to come across a school that was willing to work with us.  Not everyone is as fortunate.  Catholic schools are so far behind in being able to serve our students with atypical needs, and the FIRE Foundation seems to be a great avenue to get started in bringing the Catholic Faith to everyone.”

Annie and Shawn Narayan live in Carmichael, California with their two children, John and Gemma. John was diagnosed with autism when he was two years old and Gemma when she was five. The twins attend St. John the Evangelist Catholic School in Carmichael. Annie is a professional writer and personal historian with an extensive background in fundraising, grant writing, event coordination, and non-profit management. She serves as Co-Chair of Wayfinder Family Services’ Community Council in Northern California, on the Steering Committee for Sacramento’s Walk of Stars, as a co-leader of the Sacramento chapter of Foster the Family, and as the Founder and Chair of The Village, an annual conference for foster and adoptive parents in Sacramento. Annie currently serves as the Inclusion Chair on SJE’s Catholic School Advisory Commission (CSAC) and as a Room Parent in the twins’ classroom. 

“I am extremely passionate about inclusive classrooms. As a mom of twins, it’s very important to me that my children are able to attend and thrive at the same school even though they have varying needs. My neurodivergent children deserve to receive the same excellent education as their peers. The Fire Foundation of Sacramento makes this possible for my children and many others.”

Meghan Anderson

Meghan Anderson and her husband Craig live in Fair Oaks, California with their two children, Natalie and Brendan. Brendan was diagnosed with autism when he was two years old and has also been diagnosed with ADHD. Both Natalie and Brendan attend St. Mel Catholic School in Fair Oaks. Meghan works as a Supervising Deputy Attorney General Supervisor at the Department of Justice where she prosecutes criminal elder abuse and neglect cases. Prior to moving to the Sacramento area, she worked as a county prosecutor and served on the Board of Directors of the Parent Resource Center in Modesto, California for three years. Meghan attended St. Catherine of Sienna Parochial School in Martinez, California, Carondelet High School, and Ave Maria School of Law in Ann Arbor, Michigan. The Andersons are active parishioners at St. Mel Church.  At St. Mel School, Meghan is a frequent parent volunteer in and out of the classroom, having served as a Room Parent, fundraiser, and member of the Catholic School Advisory Committee (CSAC) as chair of the Mission Effectiveness subcommittee.

Caytie Galgani

Caytie and Steve Galgani live in Carmichael, California with their 3 daughters, Jane, Lizzie, and Maggie. All three children attend St. John the Evangelist School. They are heavily involved in the parish that is also attached to the school. Caytie sings in the choir as well as cantoring weekly & funeral masses in the greater Sacramento area. Caytie also serves as the Vice President for the school’s Parent Club and serves as the parish liaison for St. John’s Catholic School Advisory Committee.

“Growing up with a brother with Epilepsy and non-verbal Autism, opened my eyes to just how much of an advocate family member’s need to be, to ensure those in need receive proper care. My brother is a huge part of not only my life, but also my daughter’s. They will grow up advocating and supporting their special needs friends & family members and it is an exciting opportunity to be able to make that change in their very own school & community.”

Tosha Tillotson

Tosha Tillotson brings 26 years of experience in Catholic education as a teacher, principal, and Associate Superintendent for the Catholic School Department in the Sacramento Diocese. She holds a Bachelor of Arts in Government from California State University at Sacramento and a Master of Arts in Teaching from Chapman University.  As a mother of two children with special needs, Tosha understands the importance of creating inclusive educational experiences that ensure all students receive meaningful learning rooted in Catholic values of dignity and inclusion.
